CLIMATE FIRST: HOW GERMANY IS RESHAPING FOREIGN POLICY THROUGH GREEN DIPLOMACY

As climate change increasingly attracts the attention of policymakers around the globe, Germany positions itself as a pioneer and a protagonist of green policies, by increasingly integrating environmental agendas into its foreign policy objectives. This article examines Germany’s role in shaping the global ‘green’ agenda, and advancing a climate-focused diplomatic programme through strategic initiatives and climate finance. In addition, the article outlines climate-related cooperation between Germany and Ukraine, as one of the most comprehensive fields of bilateral relations..

Germany’s institutional framework for climate diplomacy was significantly expanded in 2022, when the Federal Foreign Office established a dedicated Directorate-General for Climate Diplomacy


Oleksandr Yaroshchuk is a Ph.D. candidate at the National University of Kyiv-Mohyla Academy. In 2021, he was a Fulbright Visiting Researcher at Indiana University, Bloomington. Since 2018, he has contributed to StopFake, a Ukrainian factchecking initiative. His main research interests are in the areas of countering disinformation, propaganda research, European integration, and international relations.
